498 ok with ZERO Sig Str on 103(b)?

Ok...I am now getting 498 in great, but my signal strength meters still show 0's across the board for 103(b) on both tuners. How can this be?!?!?

I've seen the receiver report 0 signals but behave normally (as far as I could tell) otherwise. Resetting cleared it.
