If the "line of sight"for locals is blocked by trees and in my case the CBS station is almost impossible to get with an antenna, will Direst tv allow me to receive the out of market CBS station? Thanks

I'm guessing you mean you your local over-the-air CBS station? Does DirecTV provide your local stations via satellite?
Getting waivers to receive out-of-market network stations depend upon coverage maps that don't generally take into account things like your nearby trees. The fact that you're getting some signal means you probably won't qualify for a waiver. But you can contact DirecTV and make the request.

Aren't your SD locals fed via a second dish aimed at 72.5°? If you can get a view of most of the satellites, can't you move the second dish to align the dish, hole in the trees and 72.5°?

You might be right and perhaps I'm getting ahead of myself. As a previous Direct TV customer,I had a 3LNB dish and I had to go to the far end of my roof to avoid trees.
Now that I,m having a slimline 5 LNB plus my locals, I'm concerned the trees might get me,as I'll be out of roof space to catch the line of sight.
