Because i'm disappointed with the Center Ice coverage on Directv is it possible (or legal) to have a Star Choice system installed?
*Note I've searched for a while here for the answer but must admit didn't look everywhere.

Star Choice is not permitted to sell you a system or service outside of the US.
There are complicated methods of using third parties to get service.
"Illegal" vs the morality of needing to lie to get the service has been debated here before. A quick Google search will deliver companies that for a price will help you deceive Star Choice into giving you service - if that is the route you wish to take.

Possible? Certainly. Legal? Not so much.
As a non-lawyer, it is my opinion that it is legal but not lawful. That is, paying for a StarChoice subscription and watching from the US does not violate any US laws (IF my guess is right), but it is a violation of your contract with StarChoice, and indirectly, with its content providers. Thus, you would probably be liable for civil damages but not jail time.
Other people here have come to the conclusion that watching this way does violate US laws. I respectfully disagree, but I recognize that they might be correct.
In any case, lying about where you live just to watch different TV channels is definitely bad karma. You never know how or when, but it will bite you. IMHO.
I can help you with this topic. I have been interested in Canadian satellite ever since I read a long article in the LA Times about Canadians living in LA and subscribing to Canadian satellite TV. First off it is illegal, but if you pay for it no one cares. There are companies in the US that will sell you the receivers and the antennas.Search for Can Am satellites or Canadian satellite TV to find a company . After you purchase and install the reciever and antenna you call a company in Canada that will set up an account in Canada for you.The American company selling the Canadian receiver will help you contact the Canadian company. Then this company will call Star Choice or Express Vu and the programming you have selected will be authorized through the Canadian company. In the article they said the cost was about $50 a year for your account and you would give them a credit card number and they will pay your monthly satellite bill, the cost of which will depend on what you want..According to the LA Times if you follow this procedure no one cares that it is illegal because you are paying for the service and not many people are willing to go this far for Canadian satellite TV when you can just pick up the phone and get DirevTV or Dish. If you call an American company I am sure they will give you all the info you need. Good Luck.
