It seems that whenever I think the Celeron is going away, there is always a new incarnation of it. Now there is a 2.0 GHz version I see on the most basic machines. Do they phase out the lowest speed Pentium 4 and put out a celeron at same speed just to keep a less expensive choice?

Pretty much. And for amny thing a celeron is just fine. Having said that we all own things we don't NEED we just want the latest and greatest bells and whistles.

Oh, a 2.0GHz celeron would be a great system for just about anyone. Except for Gaming and now I'm finding with the DVD Encoding and Authoring the slowest Celeron purchaseable will do the job. For most of my friends when customizing a Dell or Gateway for them at the web site, I usually start at the lowest CPU and make them justify any addition.
Althought now I do consider a minimum, luckily so do the vendors (although you can go for less if you insist) :D

The celeron will probably always be around. It is the way intel makes money. They are just outdated chips. Now they are old style pentium 4s with smaller cache. They are good for Intel because the costs of the fabrication was already done for the regular Pentium series, now they get longer life out of their equipment.
