I just had Directv installer install the second line for my Sat-60 Direct Tivo receiver. Should the second line be grounded? He just ran it from the Lnb and through the wall. I am concerned because He didn't know what a drip loop was and said "So thats a Tivo unit, never seen one of those before." I think it was his first day on the job.

It should have been grounded, call them up and MAKE them come back and do it for FREE or tell them you will report them to the local electrical board! It would have taken an extra five minutes, and a few extra dollars for the installer, but it HAS to be done to the NEC code!

Thanks for the input, I called Directv and they are going to send the installer back to do it properly(i hope!).

The installer has not heard of a drip loop? He obviously did not know what he was doing, has little experience if any, and has just started doing this type of work without proper training.
