It's a local channel so it would be specific to a market. In this case Phoenix.

That would be a logical explaination. However it still doesn't help with getting it recorded nor does it explain why it's the same on 11/11 and not an issue on CBSE or CBSW.

Well, I emailed KPHO last night about this, Got a response this moring, and tonight The Amazing Race is in the schedule.
Perhaps just a coincidence, but yeah!, none the less.
DST is not observed in Arizona, causes glitches sometimes

Can't see why the time change would cause an issue. The show is going to come on at the same time regardless of STD/DST time.

On a local board someone said they wrote the local CBS Assfiliate and now it is showing up in the guide.

Is it? :) All depends on what the local affiliate does with the time change. Since the local time does not honor DST, it changes relative to the ET, MT, and PT, the three broadcast times that the majors repeat shows on satellite.
If the affiliates wish to stick to the same time of day for showing things, they have to either tape delay or switch which feed they rebroadcast.
Some years ago some affiliates used to change the time of the showings, they didn't have the ability to change very well. Indiana was a large enough and populous enough area that you could find all types of solutions for the issue before Indiana started honoring DST.
And remember your DVR has to know about how your area will handle DST transitions and project its guide correctly.
