Is it possible to hook my local cable line to the off Air Antenna and record
shows from it?

No. The tuner in the HR20 is an ATSC tuner only. It won't get any NTSC or cable stations.

You could use a cable box, then RF modulator to channel 3 or 4 on OTA antenna input. Quality would be too great but should work.

That won't work with the HR20 HD DVR. It's off-air tuner can only receive digital ATSC channels, not the NTSC signal used by a channel 3/4 modulator.
