First Run Season Pass

Why does the first run setting work on season passes for the major network programs but record almost every episode of a program recorded on a TLC or Cartoon Network? It's really frustrating, I really love my HR20 but my R10 Tivo really blew it out of the water as far as first run recordings. Is this the networks fault or DTV?

I believe it is the networks not designating them as repeats, heck I can not even tell on the network channels anymore with the HR20, it does not say it like the HR10-250 did, not even the year shows sometimes, so it is anybodys guess. Just another thing to put on the "fix it" list for the HR20 :(
