A D* tech was just at my house, and did not want to fish a second line for my DVR to the bottom floor. He stated that instead, I should get a Power Pass Splitter that can take the one line and split it into two, still keeping the same strength and signal, and put those two lines into the back of my HR21. Now I thought that satellite cables could not be split. Is what he saying true, or do I still need to run a whole separate line? Please help me quick. Thanks.

Only if you are using a SWM. Which aren't that available yet. If you want two tuners active you will have to run the second line unless you are willing to wait for a SWM.

If the tech was there to install the DVR, he should be doing all wiring and providing any splitters as needed. In-wall fishing is usually not paid by DIRECTV, so if you wanted that, you would most likely have to pay extra, but the tech should be doing the runs through exterior walls from the dish that you need.

The only time the sat run can be split is if you had a SWM - single wire multiswitch.

correct, you cannot split a sat line without a SWM setup.. and if you did have a SWM you wouldn't need to hookup tuner 2 at all.. as well as wouldn't need a powerpass splitter
