I have had DVR service for several years and the 5.99 monthly fee is waived since
I have the Premier package. On 17 Dec the DVR service went down and the
Directv representative deactivated the service and reactivated it. The service came
back up immediately. I asked if this would affecti my billing. She said no. I got my
bill today and had a 5.99 monthly charge and a 5.19 partial month charge. I called
and was told once the DVR service was deactivated and reactivated I would be
billed the monthly charge. I asked for a supervisor and after much discussion she
agreed to waive the two fees but said they had changed their policy and DVR
service is no longer waived. She said everyone was notified. She said this started
last year yet my billings up through Dec do not show this. Did I miss the change.

As long as you had Premier prior to Sept 2007 and don't change your service plan, then the dvr fee is included with Premier. All new Premier subscribers pay the dvr fee.

I had a similiar problem a few weeks ago and got it resolved successfully via email. I have the grandfathered Premier package, but somehow the dvr service got screwed up. The telephone reps never could get it straightened out. One email took care of the problem.

Just noticed the same problem. $5.99 on bill. Called up, got a great rep, immediately fixed the problem (on future bills) and gave me a credit for the ones I paid. Total time on phone less than 5 minutes.
