Why cant we have BBC World or CNN Intl? Obviously SD bandwith is not that critically low if they can add a new SD channel here and there.

It's not always about bandwidth...

Maybe DIRECTV was able to MAN up (as it were) because they had concluded the proper contract negotiations with MAN. Maybe contract negotiations are still under way with the other channels you mention. We just don't know what else is going on behind the scenes in regard to carriage - maybe a channel is demanding a specific location/channel slot, which would require DIRECTV to move channels around. Maybe the cost is too high, or comes with a stipulation that if Channel A is added, DIRECTV has to take Channel B from the same studio/provider. Etc.
