Locals on sat 119

I have a quick question. I have service in the New Orleans area. I am stationed in Cuba and have 2 six footers one at Sat 101 and the other at sat 119. I am trying to pull my locals off the 119 however I can't seem to hit transponder 23 on the 119 where my locals reside. Is it due to the beam footprint or am I just pointing incorrectly......



my numbers for sat 119 are:
1-8: n/a n/a n/a n/a n/a n/a n/a n/a
9-16 n/a n/a n/a n/a n/a n/a n/a n/a
17-24 n/a n/a n/a n/a n/a 100 0 96
25-32 92 96 93 87 93 90 0 92

I have seen alot of transponder 23 being zero but found that Louisiana local are on that transponder...
