E3 transponder 4 question

What's up with the addition of USA Network and The New TNN to transponder 4 (the 8PSK transponder carrying Discovery HD Theater) on Echostar 3, as channels 9977 and 9978?

This according to Lyngsat this evening...

Sometimes they put real channels up to test encoders and the effect of adding channels. I doubt those channels are available to normal subscribers.
