Caller ID on HR20 using dual phone lines

I have all my phone jacks wired for 2 lines. Can the HR be connected to recognize both lines for CID?

They will only pickup line #1. I have 2 lines in my house, and my receivers have never picked up line 2, and I use all 2 line phone cords everywhere.

I have Internet phone system and when I'm on the phone and get a blink indicating a second incoming call it's ID pops up on my HR20 at the same time.
