I am looking at some customers that have legacy equipment in an MDU. The property owner wants to get the misc dishes off of the balcony/property and centralize per building/complex.
Does anyone know of a DTV upgrade/swap of equipment to get the legacy customers over to my SWM?

Are you a DirecTV SO?
I am a SO and I know of no DirecTV plan that will allow for an upgrade of equipment for the MDU subscriber. Unfortunately, DirecTV treats MDU subscribers differently than regular subscribers.
Upgrade of receivers from legacy to new MPEG4 receivers must be done by the SO or the subscriber.

No it is at the expense of the customer or the System Operator. The D12 receivers you can get at buydown rates if you are a system operator, however any advanced equipment (DVR/HD) will have to be purchased at full rate from a retail location or yourselves.
Each individual customer could try calling DirecTV and pleading there case. They may be able to get some equipment at reduced rates if they threaten to leave.

As I am an SO, please don't reccomend my people call DTV threaten to "quit". The SO will get a "hot call" DTV.

The key word in that is "threaten" not actually do it. I am a system operator also and I always tell the person if they can get the equipment from DirecTV cheaper, go right ahead. I make very little money on the equipment and I would rather the customer be happy than make the minmial revune of the receivers and the equipment is the same regardless.
So if a customer calls into DirecTV and says "My system operator is switching out our system and I am told my equipment will not longer be compatiable. I just can't see myself replacing everything to stay with DirecTV, is there anything DirecTV can do to reduce the price of my replacement equipment". Thats it, there is nothing bad said about the SO.
