D* has give me the choice of either a free rebuilt 20/700 or purchase a 21/700 from a retailer (Costco) and receive a $100 credit. Net cost would be around $60.
Other than the lack of OTA on the 21, which I do not use, which is the better box?

Except for the OTA, as you mentioned, they're virtually identical in terms of functionality.
the 21 is black and the 20 is silver, if that matters to you.

HR21-700 runs cooler than HR20-700.

With the AM21 on the HR21, the functionality is identical.

I understand the functionality aspects, but is the 21 technologically advanced or just another HR700 by another designation and color?

As was mentioned, it runs slightly cooler, but nothing really advanced.

They're basically the same machine. They'll both be leased so no real reason to put an extra $60 in unless OTA or color was important to you.
If you are the type that is going to open the box up and swap the HD that's a little easier to do with the 21 series...but not enough to make a difference (just a little less disassembly needed) and the eSATA is probably the better option anyway.
Functionally they are the same except for OTA. The HR21 was introduced some time after the HR20, and may use some slightly different internal components. There are comprehensive first look documents on both units posted in these forums, you can review those for details.

IIRC, there is one difference between the HR20-700 and the HR21-700 not previously mentioned. The HR20 has one RJ45 jack on the rear panel, while the HR21 has two jacks (as does the HR20-100). The second jack on the HR21, however, can be used as a pass-through to another device while the HR20-100's second jack is, I believe, dead.
