At what point does the cable companies responsibility end and the managers begin? At what point can a satellite company capture a line running through an MDU?
Probably depends on the contract wording between the MDU and cable co. If you are tenant, you need to ask the MDU management. If you are the MDU management, you need to dig out the contract or the construction contract to see if that has anything in it, etc.

I'm not sure how it works in your building but where I live there's cabling for both satelite and cable in the communications closet on each floor. Depending on what you want they just move the feed from your unit to the directv splitter or cable splitter. Therefore, my MDU provider and Comcast are responsible for their own cables.

I am not completly understanding your question. But if you are asking who owns the line then it generally goes like this. Horizontal cabling (in unit cabling) is owned by the building or association while vertical cabling (risers and closets) are owned by the cabling company.
With the passing of the most recent rulings from the FCC basically all horizontal cabling is free game and open to all providers. No cable or satelite companies can "own" horizontal cabling anymore.

Okay, Let me clarify. This building was built some time ago. The ped for cable is next to the building. The feed for the building runs to a box on the side of the building. Quite a few of us want D*. The building owner does not want cable running up and down his walls. He also does not want excessive holes drilled into his block. Understandable, but with this new SWM switch why can't D* capture the lines that we do not use for cable to feed us, the needy?
