They just choose to do it like that - they are in charge, they can do whatever they choose to do, and they've chosen to do it like that (for now anyhow) :D

The free to air (FTA) programming is mostly news. I don't know the true reason behind why it's free, maybe as a public service type thing. TVJapan is the most expensive international channel E* carries. $25/month for this one channel.

The producer, NHK, makes certain programs free each day. It's the same way on BUD feed. The TVJ web site talks about it. I record some news every now and then because I like getting some different perspectives. If you switch your dish language setting to Japanese you'll get an English track on most of the news programs. There's also one pure english news program. It's read very slowly. Very boring. I don't know if the program is in English for actual English speakers, or for non english speakers to practice english skills on.
