How can Dish Or Direct tv justify chargeing the same amount for locals in New York(16 stations) when some smaller markets only get 4 or 5 stations?

no matter what they did someone would call it unfair. They need to build and maintain a PoP in every DMA and get the signal back to their uplink center. Those expenses are pretty much the same no mater how many stations are involved.
How would variable pricing work? if they added a station would the rate go up? What if I dont want the new station? Would it be "fair" to make me pay for it? What if I only want 1/2 the stations to begin with? Why should I pay for the rest?
One set price is easy to expalain and administer. So they do. But youa re not alone. There are LOTS of threads on this. Heck LA has 20 stations. Should Los Angelenos pay more than New Yorkers?

I thought Charlie paid between 25-50 cents a station.(for restransmission rights) Sounds like a money loser to me.

Maybe, BUT - Must Carry Stations get ZERO compensation - in fact, such station have the burden of providing a good quality signal to E* and D*.

According to the reports that I got last year in regards to the second dish, the broadcasters have rejected a'la carte carriage for local stations.

I realize that Z'Loth but my point is that many people would say that after a certain point there is no value to extra channels.
There is no system thatwill plese everyone this is what we have.

But they get their commercials aired to satellite viewers in that DMA. TV is supposed to be about ad revenue.
