February 21st Dish Locals Report

Nice, little surprise package arrived in my mailbox today. It's a "EX PARTE NOTICE - National Association of Broadcasters and Association of Local Telelvision Stations Request for Modifications or clarification of Broadcast Carriage Rules for Satellite Carriers, Declaratory Ruling and Order, CSR Docket 5865-Z" from Dish Network dated February 21, 2003.

Unfortunately, the filing is about 1/4" thick :eek2:, so it's going to be a while for me to digest the entire thing and give a summary report. Anyone requests for specific information?

Just from the title sounds like an effort of the NAB to get the 2 dish Dishnetwork wing satellite ruling overturned.

Didn't the FCC already make a ruling on this a few weeks ago saying that it's not what they want, but it's okay as long as they provide free equipment and notify subs?

The FCC ruled it was ok, but I am sure that the NAB will never rest until the FCC reverses itself.

The FCC is sort of pushing for the second dish install to be automatic insted of a request thing. They want DISH to come up with an acceptable reason for not doing so.

The filing was by Echostar, not the NAB, and outlines the continuing procedure in regards to the second dish policy. More details later. A quick glance through the materials includes a five page report plus vaious exhibits. I will be going in detail this weekend.
