The latency shoots up to the 100's after the 5th hop. Apparently it's a satellite link, and with all the jamming by the military going on down there, I wouldn't be surprised if it was intermittent. I'm guessing that hop 10 is a firewall, since it or any of the hosts after it don't reply.
