And extremely suspect, as on a quick look, many (if not all) of the information in the 'article' is simply incorrect or skewed.

It is still oversimplified. You may get more detail out of an 8Mbps MPEG4 stream versus a 10 Mpbs MPEG2 stream. The codec has significantly more impact than is conveyed in the article.
As has been said dozens of times before, there is only one way to determine picture quality. Compare the source to the output pixel-by-pixel. The percentage of pixels that come out matching is a percentage of picture quality. Though discussing less detailed numbers is easier, it is not productive.
