I've experienced drop outs on a semi-regular basis -- but I also have OTA hooked up, and I can say more than half the time these drop-outs are occurring on THAT feed also if I flip to it. So I'm not entirely sure it's always DirecTV's problem, because to me there have been more issues with the Providence channels both OTA and on DirecTV over the last few months than I had in the prior two years. Just my experience.
