Has anyone ever had a problem w/ the 4 holes lining up correctly?

In my case the holes are at least 1/4" off. Are the WNC and CalAmp products different?

The bracket is definitely a WNC product as evidenced by their name being on it.

yes. dont mismatch your dishkits...including the 18".
