What happened to Encore Themes?

I know it took a while to ask this question...

Thursday night, in desperation, I settled down to watch Bridget Jones Diary, only to discover that the Encore Love Channel had a slide up announcing that the sending station was having technical problems. That slide remained up for nearly an hour. Flipping through the other Encore Theme channels, they also appeared to be flipping in and out. Does anybody know what was going on?

I remember Dish was having some problems with some channels going out a little while back, I wonder if this was going on at the same time. Was this an announcement from Dish or from the Encore channel? I would say it was from Dish in which they had an uplink problem to that particular provider of the channels.
