My parents split their time between a residence in Michigan for the summer and one in Florida for the winter. They are never in both locations at the same time. Is there a way to maintain a single DISH network account? Can they simply take their two receivers from one location to another and have the service address changed? Or, can they purchase additional receivers and have the appropriate receivers turned on or off when they change residences?

technically - two locations means two accounts .

To use a single account they would have to take the receivers with them and change service addresses twice a year.
Contrary to what scooper offered, snowbirding is supported by DISH. All they need to do is set up a mover's connection for the trip to FL. They would be responsible for transporting the receivers back and forth.
After the first move, all that is required is that they change the service address each time they move.
Obviously, they must be able to get service at the Florida location.

Changing the service address twice a year is the best solution.
This assumes that the Michigan house goes unused while in Florida and vice versa.
If service is needed at both locations at the same time a second account will be needed as Florida service cannot be used in Michigan and vice versa without breaking DISH's rules.
You could also get two accounts and "pause" the account for the home that is not in use.
