I am waiting on waivers, if they come in do distant nets count as locals? are they package or ala carte?

Distance nets are not considered locals and cost $2 per network. I have Fox NY/LA and pay $2 additional each month. Don't ask me how I got a Fox waiver, as I have a local Fox (channel 13) located in the city I live in as well as having it available on my locals package on D*. All the other networks denied my request.
