Here's the skinny,

New D* customer..less than one week...
setup = SWM with 3 SD receivers and 1 HD DVR
tv's = All LCDs connected via S-video

As expected, the SD signal is not eye-pleasing on my 3 LCDs that are using the SD receivers.

What can I do to improve picture quality? I can't afford to buy 3 more HD/HD-DVR receivers.

Perhaps, I can purchase a low-end receiver or video scaler?

Please advise.

HD receivers are not going to cost you much more money, if any, than the equipment that "might" improve your picture quality.

If you would have negotiated it when you ordered, I don't think it would have cost much to change those SD units to HD.

As it is, a scaler might help, but it'd probably cost more than upgrading the receivers.

Will assume you mean the SD DVRs are connected via S-Video. If not connect the HD DVR via component or HDMI. As others stated, the cost of the HD DVRs would be $99 to $200 each depending on what kind of deal you can arrange. Scalers would cost as much or more and still not provide the picture quality that the HD DVRs will provide.

I don't think he has SD-DVRs, just SD receivers.

Oops, missed that (don't understand the concept of 'receiver only' myself:)). In that case, the HD receivers would be at most $99 each, definitely cheaper than a scaler and provides true HD output.

Once you have HD, I'm not sure there is anything that will help SD [enough].
