There is a registry error in Windows 7 that sometimes generates an error "Windows Installer has stopped responding".
The fix is to delete a registry key.
Originally programmers broke the story and gave these two solutions (http://www.neowin.net/news/main/09/01/19/windows-7-beta-testers-find-critical-windows-installer-bug) as the fix.
Then this blog (http://www.aeroxp.org/2009/01/why-the-ceip-bug-in-windows-7-should-never-have-happened/) which starts out as a "shame on you Microsoft"....but scroll down below the yellow cartoon face and read the update...which takes you here (http://chris123nt.com/2009/01/20/microsoft-posts-ceip-fix-to-action-center/).
Now you can see the Microsoft Action center response (http://chris123nt.com/wp-content/uploads/2009/01/untitled.jpg) (which wasn't there a few hours previously).
Follow the directions on the photo (deleting a key) and it appears all is well. In TechNet threads regarding this I saw people post saying this allowed install of things like Adobe, java, Netflicks plug-in and more.
