Is it possible to fine tune OTA stations?
I have tried 2 antennas, one supposed to be better than the other, but I get approximately the same signal strength with both. Is there a way to fine tune the channels?

Only by changing the position of the antenna. Are you using a set top or roof antenna? With antennas, more expensive is not always better. Roof or attic mounted antennas are really the way to go.

A ratshack 2186. The guy at the shop said it was better than the UFO, as such I figured why not give it a try.
As far as outdoor. I'm trying to avoid this since it would be a chore to get it working. I have a tall house which makes it difficult to mount on the roof. Also, I have a wind problem, which has definitely been more noticeable in the last few months. I don't want the antenna to blow away.

Check http://www.antennaweb.org and enter your zip code. It will give you a recommendation on what type of antenna you need and show you the direction of your broadcast towers.
