Will I be able to watch my local channels with my DRD430RG I am getting now, after the digital conversion.

Yes, as long as you're receiving your locals through DirecTV you will continue to receive them after the transition.

If you're using the antenna pass through, no.
If DirecTV provides your locals via SAT, then yes.

If I remember correctly, doesn't the antenna pass through, do just that, pass the RF straight through to the TV tuner?

The only difference the OP may notice is that the local channels may actually be created by "center-cutting" the widescreen/HD digital source. You might notice this because some graphics intended for widescreen TVs will be cut off on the edges.
Since the local is no longer creating a 4:3 feed, one has to be made from the widescreen feed, and center-cutting is usually a better solution than letterboxing (adding black bars to the top and bottom), which would then cause "picture-framing", or black bars on all 4 sides, when viewed on a widescreen TV.
