If it's for the National Broadcast Networks (DNS), they can't get that without a waiver from their local affiliates. As for HD DNS, they'd only get West Coast feeds if approved. Not sure if they give both East and West in SD anymore.
For what it's worth, waivers are very rarely granted anymore.

Your chances are 0. If any waiver is granted you will get the closes feed.
Your chances are 0. If any waiver is granted you will get the closes feed. That may not be completely true. I know that (at least at one point) you could get NBC out of NY for $6 per month if you lived in the Los Angeles DMA. I don't know if this is still available or if an HD feed is available. Here's an old thread (http://www.dbstalk.com/showthread.php?t=86119) about it.

That deal was only for standard definition out-of-market locals, and I don't know if it's still going on.

Finding out from the customer today exactly what channels she is looking for.

Thats not true. If they are granted SD DNS then they can get both coasts.

Move to Canada :-)
I was up in Whistler recently and the cable company offered an East Coast feed of most of the big channels - including ABC/NBC/CBS/FOX.
