Will Burlington or Syracuse MPEG-4 spotbeam locals reach Ottawa?

Also would the Anchorage, Alaska beam cover Whitehorse, Yukon?

Yes. There is most likely some spill over on the spots especially in a northerly direction and the higher lattitudes since those are more eliptical.
From a purely theoretical point of view though.

I can say that I am in the Boston DMA and get a 95 on 99C transponder 15 which is Boston. But I get 100 on 103C transponder 1 which if I am reading the charts correctly is Burlington. It appears to be pretty strong.
