I live in the NY DMA and can only get NBC West based on waiver requests.

I sent in a formal request for a signal strength test on April 18th, but did not send it certified (I really did send it).

I just called D* and was told to send another letter to their "DNS" division address.

My question is:

What are the exact regulations on this? If they haven't responded for 45 days, do I get them by default? Do I need to prove it?

What are my options to get the Distant Locals using the signal test regulations? Can't find an info page on DBSTalk.com for this.

Your provider Directv must file the waiver. If they do not get a response within the time frame they can sell you the out of market service, but they must be the one requesting the waiver.

They already did this. I got denied for all networks, save NBC West.

The issue is now the onsite signal test. Not sure about non-response and how to go about keeping records.

This is from memory and I don't guarantee accuracy, The loser is required to pay for the cost of the test. The problem was no method of doing the test was defined in the law so testing has never been used as a method of getting a waiver. If you are denied you are out of luck. I have been denied three times so far and I have pretty much given up getting my"local" channels by satellite.
