Is there a way of clearing a purchase history on HR-20?

And I am fairly certain the answer is no, you can't do anything about the past purchases history list.

I think the only way would be to get a new access card.

Would a COMPLETE Clear and Delete do it? Not saying it's a great option, lol, but may work

I don't think so. PPV purchases are actually stored in the Access Card. A "reset everything" PLUS a new Access Card would do the trick.
