I hope someone can help with a question I have about NFL Broadcast Rules:

In Week #7 in 2008: (CBS Doubleheader)

Steelers @ Bengals 1:00
Lions @ Texans 4:05

WPGH (FOX Pittsburgh) was originally assigned Detroit @ Houston, but somehow they were able to switch that game to Dallas @ St. Louis. I believe that it is against NFL rules for stations to air a game at the same time as the local team's road game if that game is on the DH network. My question is, how was WPGH permitted to do this in the first place?

The Bengals were at home, so of course WXIX 19 (FOX Cincy) had no choice but to show Detroit @ Houston. Had Cincinnati been on the road, could WXIX 19 have asked to air a 1:00 game that day even if it meant conflicting with a Bengals road game on the DH network? If someone can clear this up, I would appreciate it since I think I might be missing something here.

No that has no bearing on it. If the Steelers (in your example) had been at home then the DH network would not be permitted to air a game opposite the home game and in that case you would only get 2 games that week, the Steelers game and whatever the 4pm game would be. Same with the Bengals. Its permissible if the teams are on the road.
