You must be tuned to a sports oriented channel, such as ESPN, Speed, or an RSN; and use the red button to access it. It does not work on more "mainstream" channels.
That said, I am not sure whether it's part of the current National Release.

It is, I have it on both my HR2*'s
I think the sports guide is the coolest thing....works great and its fast, and you can even tune to the channels

It is. In fact it's nothing to do with CE or anything, totally separate.

In fact, it's available across the entire receiver range (currently manufactured receivers only)

It's on all three of my receivers, including the SD one. (See my sig below.)
To clarify - the service is only on most 'full time' sports channels, not all channels. If you watch closely, you will see a message pop up in the lower right hand corner of your screen when the scores are loaded, and the service is ready to be used. It takes about 15 seconds once you tune to a channel with the service.
Also - if you press 'Exit' on your remote while viewing one of these channels, it may turn the service off. You can turn the service back on by calling up the 'Program Guide' and then turning the 'Guide' off again, or tuning away from the channel and then tuning back to it.
