When Baltimore comes online in the near future how will that affect people who are within range of both DC and Baltimore. Will we qualify for both? Will we get both locals? Do we have to pay twice? Our local cable systems all provide both DC and Baltimore at no extra charge over the basic price.
Any other nearby cities like that currently?

Sure are.
I am in Crofton. Crofton is in Anne Arundel county, with Annapolis, and about 4 miles away from the Prince George's county line.
I have DirecTV. Dish Network will have to adhere to the same standard.
You will not be able to get both DC and Baltimore stations. I can receive only Baltimore.
If I lived 5 miles south, I'd receive the DC stations.

As someone who lives in Central NJ and had acable system that provided BOTH NYC and Philly locals, I'll say that you will probably be forced into one of the two areas. I am blocked from being able to get the Philly locals even if I wanted them (thanks Congress!). Oh and I'm in a Grade B area which is a joke as you'll see nothing but what the blond girl from Poltergeist saw on HER TV as I am 45 miles from New York and the transmitters have not been replaced since the WTC attack. So being able to receive a signal has NO effect of DMA rules. They merely divvy up zip codes and assign you to one based on some database which was probably last updated when Carter was President.
