I am having an sd dvr (R15) moved downstairs to replace a legacy receiver.
The current set up for the legacy is I have a cable coming out of the receiver, hooked to a splitter, and the cable going down the hall to a 2nd TV.
Can I do the same thing with a R15?
Yes. The R15 has an rf (channel 3/4) output and you can do exactly the same thing as you are now doing.
Keep in mind, the R15 will want two coax INPUTS in order to have dual tuner operation. You can run it with only one tuner if you are not able to run another coax in from the dish.

I'm using the R15 now (upstairs) There are two coax cables coming from the satellite. The cable connecting the R15 to the TV is the red, yellow, white cables. I can see a cable input labeled in from off-air and another one labeled out to tv.
I assume that you mean to connect the cable to the out to tv and ignore the in.

Right. The RF in is so that you can passthru an antenna or cable to the TV when the R15 is in standby.
I did this same setup with my mom's R22-100. It doesn't have RF output. So I bought an RF converter. Connected the converter to an existing coax rg-6 line and ran it to the other TV. Then so she could watch and control the TV in what ever room she was in ordered a RF remote and used an existing RF remote. Programmed them both to the same RF channel so they both will control the same box without IR signals. Works well. Saved a mirror fee. Since my mom is the only person that watches TV in both rooms. We both saw no need for a SECOND DVR or STB for a room that was used by one person.
