we were wondering when the Digital Transition be completely overhauled

Not sure what you're referring to.

June 12 was the digital transition deadline for OTA transmissions only - it had no effect on DirecTV (Dish or Cable) other than change the method of receiving local OTA stations - digital OTA tuner vs analog.

Digital does not mean HD.

DirecTV's signals are, and have always been, 100% digital.
