Windows 7 code has gone "Gold" and today at the Microsoft Partner's Conference will come the official announcement of the "RTM" (Release to Manufacturing).
My understanding is that the final build is 6.1.7600.16384.win7_rtm.090710-1945 and has a date of July 10 2009.

Did they actually follow through with the expeced announcement? I haven't seen anything yet.

There appears to be a great deal of confusion about the exact status of the Gold Code for Windows 7. Early this morning, all reports seem to indicate that the Windows 7 code had been completed and the release of Build 2600 seem to back that up.
As the day progressed, there seem to be some back pedaling. Some sources said it wasn't finished yet, others said it was but they didn't want to steal the thunder from the Office 2010 Technical Preview Launch.. confusion seem to be the only thing in big supply.
I will keep checking and update as necessary. I have seen screen captures from build 2600 and there no longer is the "evaluation copy" that appears on all the other builds.

Here is MS official Windows 7 blog. Sounds like maybe 7600 is it, but they have other steps like localization before they offically call it RTM.

This is part of the problem... all of the "bloggers" who have a reputation for knowing exactly what is going on at Microsoft, called it complete Monday morning.
That's when the back pedaling started... There is speculation that the Office 2010 development team was not happy because they were announcing the release of the Office 2010 Technical Preview and they want everyone focused on that... I did receive a formal invitation to test the new Office late yesterday afternoon.
Wouldn't surprise me to see the Windows 7 Team Blog to say it is finally done next week AFTER the Microsoft Partners Conference (and the Office 2010 Technical Preview presentation) is complete.
So I am not sure exactly what is going on, but I do feel confident in saying that 1) Windows 7 is complete, though the final sign off's may have been delayed.. too many insiders have said it is done and 2) TechNet, Partner and MSDN members will see their downloads before Aug 15th of the final version.
I will keep posting as info becomes available.
Edit: The official transcript of the speech given by Microsoft SR Vice President Bill Veghte at the Microsoft World Wide Partners Conference early on Monday states:
"It is such an exciting time. This morning we will release Windows 7 to manufacturing, and we write that next chapter, we go after that opportunity."
