Whats up with Starz SuperPak?

Something weird is going on with the starz SuperPak channels. In a main point of view, only the East feeds of Encore and Starz are working, and the West ones arent. So are all of the encore theme channels. (except Westerns.)

What happens is there is completely black picture on a couple of them, and on the others, I get that message that pops up when it rains hard, but it is not.

UPDATE: it may not be just those channels. A couple of PI channels are doing the same thing, and the Local channels have no audio.

The weather conditions are partly cloudy with a wind advisiory. Can wind affect the sattelite signal?

Here is the list of channels not working on DISH at 12:16pm CDT:

111, 119, 121, 133, 149, 163, 167, 175, 177, 179, 185, 186, 192, 193, 195, 207, 229, 329, 330, 341, 343 -347, 351, 354,
ALMOST all the PI channels except 9409, 9410, 9412, 9414.

These channels come in with Picture, but no audio.

221, 225, (who cares anyway! :D)
Local Channels.

Are any of you having problems with the above channels?

On another thread they are mentioning that 110 seems to be down, are those channels off of 110?
