Brandon LeBlanc, Windows Team Blog, has provided the timeline of dates that Windows 7 RTM will be available to certain groups:
OEM Retailers will get the OS two days after it goes to RTM (not yet announced)
August 6th for MSDN, Technet Subscribers, ISVs and IHV partners (Oct 1 for languages other than English)
August 7 for Software Assurance customers receiving English version and a couple of weeks later for languages other than English.
August 23 for Action Pack Subscribers (English version) (Oct 1 for languages other than English)
September 1 for Volume licence customers without software assurance
Of course, Oct 22 for shipping PCs and general availability
