My next door neighbor just got Fios Tv and is able to receive both NY and Philly locals. (We live in Hopewell, NJ) Why is Fios allowed to offer both while DirecTv will only offer Philly?

Cable and Sat. operate under different rules. As for D* if the other locals are "significatly viewed" it is possible that D* could diliver them to you but, they probably never will. If you want them real bad, I would suggest putting up an OTA or switching to FIOS.
Or there is a third possibility. If you really like DirecTV, you can always opt for Verizon's local-only package. All cable operators are required to offer one for a nominal fee. Keep DirecTV for your nationals, and get FiOS for your locals.

I'm moving to U-verse in a month because I'm sick of Ergan. Anyway in U-verse's 400 pack they have all the RSNS. A friend told me that.
