I upgraded to HD yesterday and I got the new dish pole mounted. I had my 20 month old in the house with me so I did not go back outside after he had finished but I did later on and I noticed that he did not remove the old dish from the house which is about 14 ft off the ground. I called the 800 number and they told me that the dish is my property and that I was responsible for removing it. I just assumed that he would take it down so I did not ask him if he would remove it or not.
Question is am I responsible for removing the old dish?

Yes, the dish belongs to you and you are responsible for removing it if you want it gone. In most cases, if you are putting the new dish in the same location as the old one, the installer will remove the old dish for you, but if the new one is going someplace totally different, as in your case, then removing the old dish is not part of the installer's job.
I normally charge a $20 fee for removing an old dish if it's reasonably easy to get to, and more if it's going to be difficult/dangerous. Most installers would be pretty reasonable about it.

Yes, you have to take it down yourself. You can get 10$ or so on craig's list for it. Orif you are not comfortable taking it down yourself post it as "free if removed" on craigs list. Someone will come get it.

Be careful about leaving holes in the side of your house or your roof. Usually the best option is to just leave the foot that is bolted down there and remove the rest.

or worry about fixing the damage when they hook a chain to the dish and pull it off your roof with their pickup truck.

Or want the base as well and not seal the holes.
I would never recommend having some random person go get it. I would just go to home depot or lowes. Get some sealant tar or some outdoor caulk and just take the bolt out leaving the base. Then seal up the bolts while you're up there.
That is all I need to know, I will get it down somehow.

Loosen the mast by loosening all bolts with a 7/16 wrench. DO NOT remove the plate as it will break the seal.
