I need a simple website builder. I don't want to use any of the free online ones, but instead software I can use on my own computer.
Free is good, but if a good one costs a few $ then that's OK.
Not building a complicated site, but instead one for parents of kids on a swim team to get forms, schedules, results etc. Maybe a few photos as well. I want functional more than fancy.

I swear by Wordpress, especially for your purpose which would need frequent updating and a calendar. You have to get your own host though (if you don't already have one).

There is also Kompozer.

You might also try Coffeecup's products. http://www.coffeecup.com
They have both WYSIWYG and html editors and a website builder in addition to a host of other products at reasonable prices.
I tried their free html editor a year or two ago and found it to be quite good.
