Does the desktop shift around the screen as you move the mouse around, i.e. like "scrolling" on a iPhone/iPod Touch? If so, it sounds like your screen resolution has been changed to something that is larger and incompatible with your monitor's capabilities. Right-click on the desktop and choose "personalize" and change the screen resolution there.

Sounds like you turned the magnifier on or changed the screen resolution

That's what I thought. I had this problem early on in Vista on my Dell laptop and even in the early betas of Win7. It seems to be a driver problem where the O/S gets an erroneous report of the resolutions support. It seems to happen when the PC resumes from shutdown or sleep. The first thing I would do is a full shutdown and then restart. When you get to the desktop, right-click and then choose "Personalize", then "Display Settings".. From there, choose the resolution you need (the best is the native resolution of the LCD panel). If you can't set it any higher than it is now, then there is likely a problems with your video card driver (or less likely), the hardware itself.
