If this has been answered, call me an idiot and please direct me to the right area. Now for the question:

Can you use the gadgets without downloading VOD? I live in the country, so my highspeed is through my cell provider. And you know what that means, metered service. Is there a way to tell D* to shut down the VOD and still use the gadget?

If you don't download anything from VOD, it won't be charged to your metered usage. So 'gadgets' / 'widgets' / TVApps are totally independent and LOW usage compared to downloading 30 or 60 minutes of HD.

Aren't VOD pushed automatically even without requesting anything?

the stuff pushed by directv uses satellite and not your internet connection.
vod only uses your internet connection if you choose one to download from a vod channel.
