In all likelihood, there probably wasn't enough room on Transponder 4, spotbeam 24 to support the Little Rock locals. Since Columbus-Tupelo only has five local channels, it would have been easier to fit in the spotbeam than Little Rock.

I suspect that once the new satellite is launched and running, Little Rock will be among the first to be released since Dish already has service there.
