Dear Mr Ferree:
As a DBS satellite subscriber I would like to be allowed to receiver local channels that are "significantly viewed" on cable, For example the local cable system offers both the Little Rock, Ar locals as well as the Shreveport,LA locals, yet by law DBS providers can only offer me the Shreveport locals, Shouldn't DBS play by the same rules and be allowed to offer both? I, along with many other people think so.Please take this into conideration.Thank you for your time.
what, if anything, should I add or change in this letter?

It needs more "meat". Something like "under the carriage laws, my cable system can carry out of market stations that are 'significantly viewed'. However, under the SHIVA laws, I can only view stations in my DMA on my DBS system."
That, I would cite examples as to why the out-of-market stations, including call letters, are providing which the local stations do not, such as "frequent pre-emptions of network programming" or "programming of interest is not carried on the Shreveport, LA locals, but is carried on the Little Rock stations".
I would also mail it to both your congressional representative as well as your senators.

Do I really need to say that, after all I'm sure they know the rules ;)
anyhow I will write to my senators,and represenative, is there a site that litsts the adressess because I have no idea where to write them.

A mechanical note, I think it would be better worded, by saying 'As a Direct Broadcast Satellite television subscriber...' since the s stands for satellite you're saying the words twice indirectly, like ATM Machine or PIN Number. Just a thought :)
The cable companies have this advantage whether they perceive it so or not, but cable'll argue and really want for the advantage they perceive DBS having: That the DBS companies (even if they have a market carried) can sell that market's locals optionally and can sell video related services (like Top100) without locals, but cable is forced to sell locals in all the TV related cable service levels.
The broadcasters begged Congress, Supreme Court for the mustcarry government protection on cable. And what happens is because of that they get the most exposure, over cable and satellite delivered channels.
In CT all of Fairfield County get NYC Locals and Hartford/New Haven Locals. I beleive its the same in New Haven County too. Not sure on the rest of the state. You could mention that if you want to show it isnt just your area or cable system.
